No matter which version of illustrator you might be using, the functionalities remain the same. To make the circle in cs3, please notice that there is a small triangle icon in each tool. so, you can click on the default rectangle tool and hold the click, it will automatically opened the predefined geometry tool where you can easily select the ellipse tool to design a circle.

Illustrator is used as for vector designs. Photoshop has paths too, but illustrator gives a better control over the paths. you can edit every individual object in a path. photoshop doesn't allow you to do so.
